The Three-Phase Process

A benchmark built for exactly this problem.

This process is built around the same three-phase construction quality management system used on federal projects — not because private commercial work has to reproduce federal paperwork, but because the sequence solves the same problem: catching a bad assumption once, before it repeats through the rest of the project, instead of finding it at final inspection.

Preparatory Phase

Performed before work begins on each definable feature of work. Contract requirements are reviewed, materials and equipment are confirmed on hand and approved, testing arrangements are set, the work area is checked for preliminary readiness, and the hazard analysis is reviewed.

Initial Phase

Performed at the start of that feature of work. The first completed work is checked against contract requirements, the level of workmanship is established, materials are checked for defects, differences in interpretation are resolved, and safety compliance is verified — before the rest of the work proceeds on the same assumption.

Follow-Up Phase

Ongoing. Daily checks confirm the work continues to meet the standard set in the initial phase. Not a single inspection at the end — continuous verification while correction is still practical.
